The Seventh Fleet Council is the ruling body of Starfleet Command’s Seventh Fleet. Led by Vice Admiral Carl Stark as the Commander in Chief. The council is made up of the Seventh Fleet Admiralty and Commanding Officers of the different chapters within the fleet.

The voting members of the Seventh Fleet Council are those who hold the rank of Captain or higher in the Commissioned Officer Track. The acclimating Commanding Officers (aka future Flag Officers) may bring feedback and discussion to the quarterly Fleet Council Meetings, but if there is a call for a vote, they refer to their sponsoring chapter.
